Introduction

An emergency operations center (EOC) is a central control facility that carries out the principles and plans for emergency preparedness and disaster management. The EOC functions at a strategic level in an emergency situation. The EOC is run by an emergency manager (EM) and the EOC interacts with incident commanders (ICs) who are in the field.

The position of the emergency manager (EM) is well respected by the community. In order to be effective, the EM should have a good understanding of why and how to respond to various disasters. Therefore, as you saw earlier, planning is critical to response and recovery from any disaster.

Instructions

In this discussion you will compare two separate EOCs, one in your own region and one from anywhere else in the United States. This discussion should provide invaluable information regarding the activation, operation, and response of an EOC and will provide you a deeper understanding of the enormous tasks of an emergency manager.

Compare two separate state EOCs by describing the responsibilities of EMs when interacting with the EOCs. For example, is the EM responsible for authorizing the activation of each of the EOCs?

Explain how each EOC responds to a critical incident.

Describe differences between two EOCs in terms of how EM coordinate efforts of responding organizations.

Introduction

During major disasters, the emergency manager is faced with evacuating an enormous number of citizens from the affected area. With this responsibility, many have EMs and law enforcement executives thought that a reverse traffic pattern is one of the most effective means for addressing the immediacy of the need for a safe operation.

In your Emergency Planning text, you read about evacuation management considerations. In this discussion, you will discuss some concerns regarding reverse traffic patterns, or contraflow.

There are several readings in this unit’s study that will provide a picture of just what contraflow is and how it has been used in various disaster responses. Naturally, the planning for such an evacuation technique grows in complexity with increasing numbers of people involved in the evacuation.
